Town Planning

The Town proactively plans for the future through its Comprehensive Plan, Design Guidelines and Standards, and in the Town Center area through the Five Corners Master Plan. The Town is staffed to handle all types of planning and development applications with Town staff and planning consultants. We encourage all applicants to contact Town Hall with questions regarding different development processes including land division, rezoning, conditional uses, planned unit developments etc. early on to avoid delays and help streamline the process. Planning Updates (Comprehensive Plan and Zoning Code)

The Town and City of Cedarburg reached a cooperative boundary agreement in 2021. The limits of the boundary agreement are shown on the Town Zoning map. Central to the agreement is a 20-year boundary that establishes growth areas for the City (areas that are eligible for annexation at the request of the property owner). Lands outside of the boundary will remain in the Town. This allows for certainty in terms of what lands are not subject to annexation or extraterritorial plat review by the City of Cedarburg. That certainty led the Town Board to commence efforts to update the Comprehensive Land Use Plan and Zoning Code. The Comprehensive Plan was approved on November 6, 2024. Now that the document has been approved, the Southeast WI Regional Planning Commission will add photos to finalize formatting (and add the approval resolution, ordinance, and public comment). The Zoning Code update project will now continue into 2025. The goal is to update the Zoning Code in a manner consistent with the Comprehensive Plan. There is also the intent to update the 5 Corners Master Plan in 2025/2026 to provide a refined vision of developing the Town Center into a commercial and recreational hub with some residential options (mixed use).

Design Guidelines & Standards

On August 6th, 2014, the Town Board approved binding design guidelines and standards that apply to commercial, multi-family, senior care, institutional and government facilities. They apply to new developments or new structures. Leaders recognized buildings have an immediate and lasting impact on the community. The goal of the guidelines & standards is to construct attractive development realized through a streamlined application process that does not create unnecessary hurdles for developers. Building Inspection

Effective January 1, 2014, Paul Mortimer of SafeBuilt will serve as Building Inspector for the Town of Cedarburg, providing residential and commercial permit and inspection services. To better serve you, Paul will be available for face-to-face assistance at the Cedarburg Town Hall on Tuesdays and Thursdays from 1:00 PM to 3:00 PM.
